AccountRight 2013.3 does need to be installed on a computer running Windows, it can't be installed on an Android tablet. You can see the system requirements for AccountRight 2013.3 here:

We will be releasing some applications for mobile devices in the future. This will include Android phones and tablets. In the meantime, there are some third-party developers that have already released some mobile applications that will connect to AccountRight. You can see some of these here:
