Thanks for your post.
If an inactive is still showing up when generating the entitlement balance report, kindly check the filters if the "Show Inactive Employees" is ticked. To do this, go to Reports > Payroll > Entitlements and then select the report to run then click Display Report. On the report window, under the Filters tab, select the drop-down from Employees and make sure the Show Inactive Employees is unticked. Please refer to the screenshots below.
